Crime Den Raids consist of breaking into an area and subduing ~5 combatants. There are two areas per Crime Den, when one area is completed it will remain unlocked with no mob spawns while its counterpart area will then relock and generate new mobs, this allows some shortcut paths for Merchanting to be set up.
