Crafting them requires a supply of Crates and Moderate Deer Leather Offcuts. One inventory slot of a full set of Moderate Deer Leather Offcuts will last for one hour of passive training.

You can obtain Moderate Deer Leather Offcuts from Bocca's Leather Stall in Outer Market for 17  400 , or earn them yourself using the Merchant profession.

Wallets can be sold to Leather Goods.
