Hi there,
* Ideally monsters are split up as much as possible. [[Goblin Soldier]] for instance has various variants listed on there; each variant should get its own page with its own health/XP values, as seen in the examine cards. I believe the base "Goblin" is only seen during the intro quest.
* Depends - if the thief NPC is relevant to a quest, I can see the NPC taking precedence. If they only serve as "scenery", the monster would probably get precedence and the NPC would be moved to something like Thief (NPC).
