::: Sixth hat again exactly 80 fish later. Seventh hat took an assortment of 113 food items, but eighth only 25 and 8 bounties. ::::: That appears to be the case! After testing with Stonemason / Cooking / Forager, I was gaining a hat every 67% ish of a Knowledge point after receiving a hat.
