Talk to Marcus Mint.
Take the Crate of Merchandise next to him.
Follow him to Town Square and talk to him.
Put the Crate of Merchandise on the cart.
Head back to Stone Street and talk to Corporal Binns.

The main story continues in Heal Captain Degreene.
